What is a SAP?
A Substance Abuse Professional (SAP) is a trained professional who evaluates employees who have violated a DOT drug and alcohol regulation and makes recommendations to an employer concerning education, treatment, follow-up testing, and continuing care.
What is the Goal of a SAP?
To prove to the general public that you are safe and can return to duty.
Who needs a SAP?
- An employee whose breath and/or urinalysis test is positive for alcohol and/or controlled substance use.
- Refusal of a breath and/or urinalysis test
- An employee who has violated other provisions of the DOT rules.
- Employed by the following agencies:
- FMCSA- Federal Motor Carriers Safety Administration
- Commercial Drivers License (CDL)
- Drivers of vehicles over 26,001 pounds
- Divers of vehicles carrying hazardous material (HAZMAT)
- FTA- Federal Transit Administration
- Public Transportation (Bus Drivers, Subway, and Mass Transit Operators)
- FAA- Federal Aviation Administration
- Flight Instructors, Attendants, and Crewmembers
- Aviation Screening Staff
- Maintenance Personnel and Aircraft Dispatchers
- Ground Security Coordinators
- Air Traffic Controllers
- FRA- Federal Railroad Administration
- Operators and Dispatchers
- Engine, Train, Signal Services Workers
- USCG- United States Coast Guard
- Licensed Captains and Great Lakes Pilots
- All Crew Members on Commercial Vessels
- All USCG Officers and Enlisted Personnel
- FMCSA- Federal Motor Carriers Safety Administration
What does a SAP do exactly?
Provide a comprehensive face-to-face assessment and clinical evaluation to determine what level of assistance the employee needs in resolving problems associated with alcohol use or prohibited drug use.
Develop a treatment plan including but not limited to:
- In-patient treatment
- Partial in-patient treatment
- Intensive out-patient treatment
- Out-patient treatment
- Education programs including but are not limited to:
- Bona fide drug and alcohol education courses
- Self-help groups
- Community lectures
Serve as a referral source to assist in entering an acceptable program.
Face-to-face follow-up Evaluation.
Develop and direct a follow-up testing plan.
